Preschool Promise eligibility update!

The Oregon Department of Early Learning and Care has adopted Head Start's housing cost adjustment to help more families qualify for services with Preschool Promise.

As of April 7, 2025, we have started applying this new change when determining eligibility for families who are above the actual 200% Federal Poverty Limit (FPL) requirement.

This is how the housing cost adjustment works

Families applying to PSP, with incomes above the actual 200% FPL, will work with our enrollment specialist to collect their housing cost information to determine their eligibility.  

Families’ annual housing cost will be calculated and if it is more than 30% of their gross annual income then they will qualify for services. Housing costs are the total annual applicable expenses on housing which may include rent or mortgage payments and utilities.
